Minutes
Present: Chairperson Melissa Engel, Vice Chairman John Tuttle and Council members Thomas Cordeiro, Christopher Goff, Barbara Moore and Susan Weintraub. ~Also present were Town Manager Jeffery O’Keefe, Recording Secretary Cathy Sirois, members of the press and citizens.
Not Present: William Devine
Call to Order: ~Chairperson Engel called the Public Hearing to order at 6:00 p.m. ~
Solicitation of Projects for New Community Development Block Grant:
Mr. O’Keefe provided an overview of the Community Development Block Grant (CDBG) application process. The tentative project that is being recommended is for additional parking for the Senior Center.
Larry Wagner from L. Wagner Associates provided an overview of other projects that have been done with the CDBG funds in the past such as the water tower removal and most recently the Senior Center renovation. Mr. Wagner noted that the parking for the Senior Center is an eligible project under the grant but there is a deed restriction noting that it must be used solely for the Senior Center for 20 years.
Scott Bristol, Chairman of the Brownfields Redevelopment Agency, noted that the proposed project is supported by the Brownfields Redevelopment Agency as the property that would be utilized is a brownfield site. A Brownfields grant would handle the clean up of the property and the small cities money, if received, would handle the amenities on the property.
Alice Stelzer, Waterview Circle, commented that there is a need for more parking for the Senior Center.
Mary Ann Dostaler, 56 William Drive, questioned the need for a deed restriction to the seniors. It was noted that the grants are also awarded for blight. Can the project be directed toward blight rather than the seniors only?
Mr. Wagner noted that slum and blight criteria must be detrimental issues such as lead paint or asbestos. Since the brownfields grant money would be handling the detrimental issue and the small cities money would be handling the amenities, the slum and blight criteria would not be met.

A motion was made by Mr. Tuttle, seconded by Mr. Cordeiro, to adjourn the Public Hearing at 6:27 p.m.
